The report that became known as the Halifax Resolves was written by Cornelius Harnett. Harnett was born in Chowan County, North Carolina in April of 1723. He was a merchant who became immersed in public affairs.

The second date is that of the Halifax Resolves. This document authorized delegates to continential congress to vote for independence. These dates are signifigant because North Carolina declares its independence before the July 4th, 1776 declatation.
