Yes, it can go on your permanent record if it is severe enough. (Death Threats, Black Mail etc.) Also, when an offense like that is done than as soon as it goes on your permanent record than it follows you for the rest of your life and it makes that individual that was charged with that offense has a hard time getting a good social job.
So, lets say that you want to be a physiologist. Well, the people who are hiring you would look at your history and behaviors in school or how you participated with others in other activities. If they see/suspect that you have had a long history of verbal or physical, emotional harassment towards others (Or any type of offense for that matter) than I can at least bet that you have a very slim chance of getting hired for that particular job. It's that simple.
This is why at many times teachers expect students to always be on their best behavior not just at school- but when ever or where ever you go. Because, if you get put in a detention home for juvenile delinquents just because you did something that you were never supposed to do, than what honestly makes you think that you can get a job? (Or a well paid one in this case).
So, here is my personal advice to you:
Be polite and considerate and show excellent citizenship towards anyone and make good grades in school and also try to volunteer, not just academically, but for many different things that make a positive first impression. (Such as volunteer in nursing homes, etc.)
That's all you need to do to get by in life, because once you do that...than life is much more easier for you then.
