This is a decision made by the local department. Some allow this, some do not.
It is my understanding that a California Security Guard is allowed to carry their firearm to and from their place of employment. However, I would encourage Guards to not travel in uniform when leaving work, therefore negating the ability to carry their firearm. Wearing a uniform give the impression of authority and even police officers have been killed off duty when wearing their uniform.
Unless the officers are on patrol, many of their duties can be performed without the uniform. Most prefer to wear the uniform.
That is a question for the individual security officer and his employer. However, most law enforcement officers will appreciate the show of observance and respect from the security community for wearing a black mourning band.

The 'crackerjack' uniform, in blues and whites, is the dress uniform for enlisted personnel below the rank of E-7. E-7 and above wear a different set of uniforms.

The effects of wearing improper uniform makes the bearer unpleasant... in terms of maritime education, the cadet who is not in proper uniform calls him a "lousy cadet" because of his unpleasant appearance and shows no respect to maritime instructors and/or senior officers.
Not as a routine part of their issued patrol uniform (although there is nothing stopping them from wearing one) - but it might be standard for SWAT members.
No, it is awarded only to enlisted personnel. If an officer is wearing one, they may have earned it while enlisted, prior to receiving their commission.
Military personnel in uniform are required to salute those entitled by grade or status to receive a salute. Exceptions are when it is not practical or may cause security concerns. Normally, saluting is not required when either the senior or subordinate is wearing civilian clothing.
