If not arrested or any paperwork done after being pulled over with less than a gram of marijuana can police come back and try to arrest or put out a warrant for said incident later?

1. Fairly sure that's illegal but I'll leave it to someone else who knows for sure. You might need to put your state as well, though.

But I can't imagine it's legal in any state.
