No. A warrant is not a "ticket" that you can out of by simply paying a fine. A warrant is issued for one purpose - to take you into custody - and bring you before the court.

Only the police can apply for a search warrant, and only a judge can approve of the search warrant. The police only apply for search warrants when they have reasonable suspicion that their suspect is hiding something illegal in his/her house.
Generally, such a warrant is a secret one, because the defendant will never be notified, until after the fact, that one was signed and issued.
