Sometimes people are afraid that revenge will be brought upon them. Put yourself in their shoes. If your family is threatened by thugs who have killed people, would you report them for a 1 year sentence without fear for vengeance?
If you think a crime has been committed then report this to the police. The police have a DUTY to prosecute CRIMINAL activity. Theft (steeling) is a crime.

Police should act no different on a crime involving a knife than a crime involving a gun. Both objects are dangerous (when in the wrong hands) and can prove fatal if used.
In short, you can't. However, you can report the crime that you feel makes on necessary. And if that crime is pursued by the District Attorney, the police will be instructed to find him for purposes of questioning or arrest. And at that point his address of record would be available. Best bet? Explain the situation to the police - or an attorney in your area - and see what they think.
