nope. not legal anywhere without a permit/license, and I'm certain you don't have one. if you had a relevant permit/license, or how to get one, you would already know the answer. there are many sites online that will ship an auto anywhere, to anyone, no questions asked. Just because they're illegal doesn't mean you can' t get one.
