Unethical is by definition something that is "not morally correct" and morals are very cultural specific, there are no absolute set morals for all times and all peoples.
As a consequence in our society laws which are unethical by this definition are explained in terms of the common good.
As an example, murder is generally seen as "incorrect" by most people and societies, However, governments will pass laws that require its citizens to participate in armies where a primary task is to murder the participants on the other side. Failure to comply will result in imprisonment or execution. This is justified on that grounds of being "justifiable" under the circumstances.
In a similar fashion, some religious sects refuse blood transfusions as being "against God's law". When the government intervenes under child care laws to save the life of a child in such a family it is morally preventing a death, but if the sect is correct, dooming the child to ultimate damnation.
Im addition laws are not absolute. No law can cover all circumstances. Antiabortion laws are a prime example. There are many mediacal cases where abortion is the only solution (e.g. An ectopic pregnancy is an abnormal pregnancy that occurs outside the womb (uterus). The baby (fetus) cannot survive, and often does not develop at all in this type of pregnancy)
