States set strict standards on who may or may not have sirens and emergency equipment on a vehicle. Any authorized emergency vehicle (ie. police, fire, etc.) would normally have a permit issued by the appointing authority in that state. As a volunteer firefighter in WV, we were allowed lights and sirens if we had a permit issued by the state. Failure to do so could result in charges for unauthorized equipment, or worse, impersonating an officer.
