When driving there are many circumstances that might warrant breaking traffic laws. If you, in your personal vehicle, are transporting someone having a medical emergency, you may need to go well over the speed limit to save their life. That's breaking the rule, but for good reason. If you are on a narrow two lane road, with a steep drop off to the right, and a pedestrian darts out in front of you, to prevent a collision and injuring that pedestrian, you may have no choice but to swerve into the left lane, after looking for oncoming traffic. That is also breaking the rules, but to prevent a serious collision. One time I was on the freeway when my engine froze up and stalled while I was in the far left lane. You are never supposed to park on the left shoulder on the freeway. In my situation, with no engine running, I would not have been able to safely cross three lanes of traffic to get to the right shoulder. Lucky for me there was a wide shoulder on the left side, I coasted over to the left shoulder, put my flashers on, within ten minutes two policemen cleared the traffic in the lanes to the right and pushed my car to the right side to wait for a tow truck. The bottom line is, the primary goal of every driver should be to be alert for hazardous situations and do what you need to to avoid collisions. (Not just follow the rules of the road, because sometimes you need to break traffic rules to avoid collisions or save lives.)
