Any vehicle weighing over 26,001 pounds requires a CDL to operate. The International S1900 with a box on it requires a CDL-B, if you are pulling a trailer it will require a CDL-A.

What applies to SC in this instance applies to the whole of the US, as this is a matter of federal law. The S1900 is available in both single axle and tandem (+) configurations. A tandem axle will certainly require a Class B CDL. The single axle, if it's registered as a vehicle with a Gross Vehicle Weight of 26,000 lbs. or less, will not require a CDL unless it's either a bus designed to transport more than 15 persons (including the driver), or it's carrying a quantity of hazardous materials to require placards to be displayed as per 49 CFR regulations.
If it's a single axle, and registered at 26,001 lbs. GVW or more, then a Class B CDL is required.
Towing a trailer does not necessarily make it require a Class A CDL, contrary to the previous answer. If the Gross Combined Weight Rating of the two vehicles is in excess of 26,000 lbs., and the trailer has a Gross Vehicle Weight Rating of 10,001 lbs. or more, then a Class A would be required.
So, basically, it's like this -

  • Single vehicle with a GVW of 26,000 lbs. or less = No CDL required (unless transporting hazmat or a bus)
  • Single vehicle with a GVW of 26,000 lbs. or less + trailer with a GVW of 10,000 lbs. or less = no CDL required (again, unless transporting hazmat or a bus)
  • Single vehicle with a GVW of 26,001 lbs. or more = Class B CDL required
  • Single vehicle with a GVW of 26,001 lbs. or more + a trailer with a GVW of 10,000 lbs. or less = Class B CDL required
  • Single vehicle with a GVW of 26,000 lbs. or less + trailer with GVW of 10,001 lbs. or more = Class A CDL required if the GCWR of the two vehicles is 26,001 lbs. or more.
  • Single vehicle with a GVW of 26,001 lbs. or more + trailer with GVW of 10,001 lbs. or more = Class A CDL required

When I say "GVW/GVWR", I mean the Gross Vehicle Weight/Gross Vehicle Weight Rating. This is the weight the vehicle is rated to operate at - not the weight it is at any given time - and this is what determined whether or not a CDL is required. So, a tandem truck will typically have a GVW of 51,000 - 54,000 lbs, but may only weigh 20,000 lbs. (give or take, depending on what kind of body it has) empty.. this doesn't mean you can drive it without a CDL when it's empty.Single axle (meaning, only one drive axle) trucks can be a bit ambiguous... they might have a manufacturer's GVW or more than 26,000 lbs, but if they're registered as a 26,000 lb. truck, then they're a 26,000 GVW truck, and don't require a CDL (except in the instances of transporting hazmat and buses).There are also some specific exemptions listed in the FMCSR when it comes to CDL requirements. The following vehicle types are exempt from requiring a CDL, so long as the following conditions are met:Emergency Vehicles
  • When operated by emergency services personnel performing emergency services. A gov't owned dump truck is an emergency vehicle when it's plowing snow.. it is not an emergency vehicle when it's hauling dirt around for non-emergency services.
Farm Vehicles
  • Operated exclusively for the purpose of that farm, and not on a for-hire basis. Meaning they can haul only for that farm, and not for any other farm.
  • Operated by the farmer, immediate family members of that farmer, or direct employees of that farmer. A W2 employee is a direct employee - a 1099 contractor is not.
  • Operated within a 150 road mile/100 air mile radius of the farm it belongs to. Some states enforce one over the other, and you'd need to check with your state to see if that's the case.
  • Registered as a farm truck. It can't be registered as a commercial vehicle.
Military Vehicles
  • Belonging to an approved military agency (this exemption does not apply to military vehicle taken out of inventory and sold to civilians)
  • Operated by military personnel in the course of military duties
Recreational Vehicles
  • Operated for private, not-for-hire usage (a person driving their own RV doesn't need a CDL, ever - a person transporting it from the manufacturer to the dealer or someone to operate it a a chauffeur does need a CDL if the GVW is 26,001 lbs. or more)

In instances where these exemptions apply, states have the jurisdiction to implement their own licensing requirements, which may be a non-CDL Class A or B license, or a chauffeur's license.
