The United States Supreme Court Ruling , 1987 Turner vs Safley declared that all inmates have a fundamental right to get married and don't need permission from the Prison since the Supreme Court has already given permission. There is a way to get a marriage license from a State that does not require both parties to be in that State at the time of the Wedding and the ceremony is performed remotely. The inmate meets with a notary and the form from that State is notarized and the original form is mailed back to the fiancee to obtain the marriage license.
