From what I understand, it is legal to drink at midnight on your 21st birthday, but my concern is that if something happens, the establishment has to explain to law-enforcement how and when they got in. It becomes a very litigious issue.

Also, some liquor stores are so worried about being busted for selling to someone under age that they won't sell to you until the day after your birthday.
