It depends on what you mean. In the U.S. most states do not require any type of license to own a firearm (although 2 or 3 do, such as Illinois, which requires a Firearms Owner ID card). Most states issue handgun carry permits, and if that's what you mean, different states enacted handgun permit laws at different times. Tennessee's first statewide permits were issued in 94 or 95. Kansas just started issuing permits a year or two ago. Illinois, one other state, I can't remember which, and the District of Columbia don't issue permits.
