I do believe that it is against their TOS. I've seen stories of multiple people getting all but their first account banned at the same time.
No, it is not legal to have multiple Bing Rewards accounts as it is against the terms of service of the program. Users are only allowed to have one account per person. Violating this rule could result in account suspension or termination.

Bing is a great and reliable search engine, just like google. I am having this problem too. So far, the most possible answer is about the GFW, great/government firewall, if you are live in mainland you must be farmiliar with it. China bans google, youtube, facebook, twitter... and maybe this time, they banned bing rewards.

The devil. There have been a couple of legal issues between Google and Bing, where Google claimed, with evidence that Bing was copying their search results. Bing is Microsoft's latest search engine, after Windows Live search failed to gain momentum.
Bing certainly has some good design elements and returns relevant results, Google is still the most used search engine in the world by far. There does seem to be some growing concern over privacy and what you type in to Google, but it hasn't translated into a giant rush of Bing users. Bing offers rewards for using it also.

And if you do not have enough energy to develop your own accounts, you can use the site Capitansmm (search for it by domain in Google, Bing and other search engines). Buy subscribers Instagram there is easy, just imagine how much time it will save you. I do it myself and generally advise everyone.
