In most places yes. Bongs are used by some folks to smoke all sorts of legal substances such as tobacco, dried peaches, dried apricots, etc. While bongs have also been used to smoke illegal substances such as marijuana, the bong itself is not considered (in most places) to be illegal drug paraphernalia unless there is some illegal use affliated with that bong by that owner. In other words if your are smoking tobacco in it, then it is not drug paraphernalia. If you are smoking marijuana in it, or marijuana as ever been smoked in it (residue present) then it is illegal drug paraphernalia. You can ship legal products to your house unless some local law prohibits. You can not legally ship illegal drug paraphernalia to your house.
