In most (all?) places, yes, there is usually a law or regulation against spitting on public property somewhere either in the 'public order' or health regulations of most jurisdictions.

It is not only an unsanitary practice, but most of them date back to the the great Influenza and Tuberculosis Epidimics of the early 1900's when most were enacted to reduce the spread of the disease.
