By absolute it will be assumed that you mean unrestricted. There is no general, unrestricted freedom anywhere on Earth. All places have laws, rules or customs that restrict freedom to some degree. In some places a strong, dominant group takes power over the populace, taking for a time the freedom to rule with absolute authority, cruelty and killing until some other strong, dominant group comes into power.
