I can't say I am 100% sure but as far as I know. Legal controls are set rules and regulations in that field/industry that must be followed.
The voluntary codes, i think, are set by voluntary regulatory bodies. If you operate in the specific fiels, you join the body as a member and must follow their codes which are very similar to the legal codes. If you do not follow the voluntary codes, you will be expelled as a member.
Being a member of one of these bodies is like a sign of trust and certification. It is proof that you are trustworth and will do the job in hand with integrity.
an example may be if a body was set up for builders that set rules and regulations, you would employ a builder who was a member as you know they are not dishonest and are trustworthy.
Other voluntary bodies dont require membership (A.S.A would be an example). Instead these set their guidelines and rules and if they are broken , they give you bad publicity. Bad publicity from such a well known and well doing body will destroy your business so you are practically forced to follow them.
