FTML usually means (when on an arrest report or traffic ticket) :

FAILURE TO MANITAIN LANE.

SIMPLIFIED DEFINITION: The driver probably crossed the white or center lane lines while driving.

Also often USED and ABUSED for probable cause for any LEO (Law Enforcement Officer) to have some kind of reason to pull a vehicle over to check a driver.

This should NOT be used to gain the identity of any passenger, Nor does it give any officer the right to require any passenger to provide ID, due to the passenger had nothing to do with why the initial stop was done, and they are not involved nor prima facia evidence in the investigation that started do to FTML accusation.

It would be best for any passenger who has NOTHING to do with the reason that the vehicle was pulled over to NEVER offer information to any officer.

If they ask you a question,, simply ask them " Am I part of the reason for this traffic stop or terry frisk, or do you have first hand knowledge or a sworn statement that I have committed a crime officer?

If he says yes and shows you the warrant or proof then show him your ID.

IF he says ANYTHING BUT YES. Tell him your not part of this stop or the Prima Facia Evidence of this stop or Terry Frisk, And therefore its not a crime to not show ID and you are NOT REQUIRED to provide it.

He will probably try to intimidate you, but its all just worthless barking.

maintain a smile, stay calm, make no sudden moves or threats, act as if he is a very nice officer who is stopping to help change your tire.

Hopefully he has a dash cam that also has audio and youll have proof when he "ACTS UNDER COLOR OF LAW"

Always good idea to turn your video recorder on your phone on when stopped and DO NOT turn it off untill the stop is over.

FTML stands for Failure to Move Over Law. This law requires drivers to move over to an adjacent lane when approaching emergency vehicles, tow trucks, or utility vehicles stopped on the side of the road with their lights flashing, or to slow down if changing lanes is not possible safely.
