You must make your complaint to the law making entity responsible for the law in question; this could be anything from your town council, state legislators, to congress of the US. Next, you might search out any not for profit group or agency that may already be addressing this issue. If your own civil rights have been violated, consult a lawyer that specializes in civil rights issues.

Contact the legislature that has the power to change it. There are often lobby groups that lobby for all kinds of laws, so depending on what it is, find a lobby group that feels the same way you do and get involved.
