A 2+ lane on a motorway is usually an HOV, or High Occupancy Vehicle, lane.

Permission to drive in that lane is granted only when there are 2 or more persons in the automobile. There may also be time and day restrictions - the signage should state the limitations, but you need to consult applicable law in order to determine allowable usage outside of those times and days.
