Generally, the penumbra is an uncertain area in the law. It has been argued that nothing in law is clear cut and nearly everything is in the penumbra. For example, if a park had the sign "No Vehicles Allowed" would a park ranger be allowed to drive through the park as part of his/her duties? Even if the intent of the sign is to keep visitors, and not park rangers, from driving vehicles the sign encompasses all vehicles. So vehicles driven by park rangers, vehicles that are statues (i.e. a decommissioned tank, a sculpture of a bicycle, et cet.), and any other object that can be classified as a vehicle but was not intended to be prohibited fall in the penumbra.

Basically: allowed--penumbra---prohibited
