An implied threat is a threat that is masked under a deceiving interpretation by the person making it. One example could be someone "getting something that they have coming to them." That has many interpretations, so it could mean a reward, or it could mean something malicious like violence or death.
An implied threat is a threat where the person who issues the threat veils it behind different interpretations. So if someone says "I'm going to make sure you get what you deserve" this may mean that they are going to give you cookies as you have been good or they mean you harm as you have irritated them in some way or another. For this to be an implied threat the person has to actually mean it that way and not the harmless interpretation.
That is a threat. Or- That is a threat to me. Hope this helped you
What do you mean is a veiled threat "legal?" A threat is a threat. Threats are technically illegal. Are you saying, by veiling a threat, can you avoid responsibility for making the threat? It depends on who heard it and how well veiled it was. If more than your victim can understand the threat being made, you are not protected.
Bomb threat is no joke! Yes you can be arrested.
How about an "enticement"?
I think you mean "complied consent". This would be like getting your drivers license, and as part of getting your license you have implied your consent to alcohol testing should you get stopped. If you fail to do so, you could be arrested for DUI anyhow.

An "asset" is any resource that you have or own, which would include equipment, software, connections, etc. An asset evaluation is usually done to determine vulnerabilities in an enterprise and to develop a threat matrix.
In the USA a person can remove a restraining order by reaching the County courthouse where it was issued and petition the Court regarding its procedures and regulations to have the restraining order removed. Once you have that information you or your attorney can ask for a Court date whereby your case for having the restraining order removed can be presented. In many cases these restraining orders were issued as you were named as a threat or possible threat to a person or persons. Be prepared to provide evidence that the threat or implied threat has no foundation in facts.
