What is the difference between the number 0 and number 0 with a slash in the visa control number?

I don't think there's a difference from what I gather from various forums. Those are also zeroes. Also, most probably the number is supposed to start from a year so if you have zeroes in the 1st four characters and the year of issue was 2000 or beyond, this further shows that those zeroes with slashes are also zeroes.
