Creditors have the legal option to sue a debtor for default in financial contracts in Texas and every other U.S. state. However, Texas has a rather unusual statute which does not allow a judgment creditor to garnish the judgment debtor's wages unless there are no other options for collecting the debt. A judgment creditor can, levy a bank account, place a lien on real property, request liquidation of non exempt property, such as stocks, bonds, etc. owned by the judgment debtor.
"Judgment proof" is an informal and somewhat disparaging term for "doesn't have enough assets that we can seize to satisfy the judgment." When someone has a judgment against you for money and you don't pay, she can ask a court to "execute" on the judgment. The county sheriff comes and either actually or symbolically takes your property ("levies upon it" they call it) and, if it's not cash (like bank accounts) then sells it at a public auction. The money from the sale goes to pay the person you owe. If there's anything left over, you get it. There are special rules for levying upon and taking things like your home if you own it but the basic theory is the same. When folks say someone is judgment proof they mean the person doesn't own enough stuff that, when sold, there would be enough money to pay the judgment. Effectively, people who say it mean the person is too poor to be worth suing because you'll wind up with a judgment but still won't be able to collect. Keep in mind that in many places (I'm not sure about Indiana), the judgment holder can also garnish your pay, taking a piece of every paycheck.
It is typically no more difficult to enforce a judgment in another state than it is in the state where it was originally entered. Thanks to the Uniform Enforcement of Foreign Judgments Act. which has been adopted in nearly every state, the process of "domesticating" a judgment from one state to another is fairly easy, and involves little cost. Once domesticated in the new state, the judgment creditor can avail itself of any legal remedy in that state. Some states are easier than others to collect judgments in; some states, like North Carolina for example, currently do not allow the judgment creditor to garnish the wages of the debtor to collect on the judgment. Many other states, however, do allow this. So it will largely depend on the state where the debtor has moved to. Other than the logistics of coordinating legal efforts from another state, the process is no more difficult than enforcing a judgment in one's own state.

According to the chart at the link below an Ohio judgment is good for 21 years and must be brought forward in the land records by a re-recording every five years.
A judgment lien lasts for 20 years in Massachusetts. However, when recorded in the land records so as to affect real estate the lien must be rerecorded every six years in order to remain effective against the real estate.
