I recommend that you read "Lord of the Flies".

Without laws, anyone can do whatever they want to anyone. In the animal kingdom there are no ulterior motives, no greed, no avarice; animals behave as nature has directed them. Humans on the other hand are riddled with needs and desires that are met at the expense of anyone available. Even the earliest, most primitive societies had leaders and rules because it benefited the survival of the group.

Without order, there would be no roads, no bridges (physical or metaphorical), no technical or scientific innovation, no development of any kind. Unlike the animal kingdom, humans are driven to progress from one thing (idea) to the next. It's in our nature. Without order, this drive would lead nowhere.
