You don't. Mandarin (Chinese) does not have a phonetic alphabet.

Not all English (or foreign) names have an equivalent in the Chinese Language.

Just use the English reading when in doubt, otherwise the Chinese phonetic translation may lead to unintended humourous results.

Some people have translated the name 'Jose' as 何塞 hé sāi. 'San Jose', a place has been translated as 圣荷西 shèng hè xī.

However, a special exception has been made for José Manuel Durão Barroso -->

若泽巴洛佐 ruò zé bā luò zuǒ (only applicable to this politician's name)
