ok, i am just speculating on all of this, but... the name has germanic origins. it comes from the word "berg", meaning mountain or hill. as in "iceberg" (ice-hill). so i think it is a general name given as a desciption to farmers and rural families in austria, the Netherlands and Germany. when there was an increase of Jewish immigrants into America, from eastern Europe, they often travelled through the ports in these countries before arriving in Ellis island, where they were given names and residency upon arrival. even if they were from countries like Romania or Poland, where the name berger did not exist, they travelled through countries like Germany and so were given a general name like "berger" in order to label and categorize, as well as americanise, the family and their origins. but like i said, i am just speculating.
