He was a cruel man who killed millions. If he wanted something done and he needed workers he would make people work for him. He built a canal to connect Moscow to St. Petersburg and 25,000 men died building it. He flooded villages as well with the water. In one spot the church steeple from a village sticks up out of the water. He arrested, inprisioned, and killed people. He was so mean that when he died he had been laying on the floor of his office for several days because everyone was afraid to disturb him. His body wasn’t found until a cleaning lady decided to go into the office.
