Some Filipinos equate a person's eloquence in English with intelligence due to the effect of colonial mentality brought to the Philippines by the Spaniards. The Spaniards instilled in the minds of the Filipinos that they were superior to the Filipinos. Thus, during the American colonization in the Philippines, the Filipinos looked up to the Americans so if a Filipino can speak English fluently , they also looked up to him and considered him intelligent.

From the 17th century to 19th century, French was the language of all distinguished and cultivated persons as the emperors and kings, the noble persons, the artists, the writers, the poets, the philosophers...George II spoke french at his first language like the majority of monarchs in Europe (Austria, Russia, Prussia, Holland, Spain...) and being from Hanover he spoke also German. He learnt to speak a little bit English unlike George the first who has never wanted to speak about a single word of English.
A persons intelligence never stops developing. If a person stops taking in new knowledge and learning, then their knowledge stops. No matter the age the intelligence will not stop developing.

The South African National Academy of Intelligence (SANAI) was established in terms of the Intelligence Services Act 65 of 2002. It "must provide training for persons in, or conduct such examinations or tests as a qualification for the appointment, promotion or transfer of persons in or to, the Intelligence Services or departments, as the case may be, as the Minister may prescribe".
No they are equal, there's no difference it just depends on each persons indivudual intelligence.
