It can't translate every language. Judoon is one it can't translate, luckily the Doctor seems to be a fluent speaker of it anyway. Also the judoon are like rent a cops for the shadow proclimation. it is illegal for anyone else to translate them. And the writer was also making fun of Davids Scottish accent. Scottish have problems saying the double O sound. so the line Judoon platoon on the moon was just a little jab at David Tennant.
