No they will not accept them. You can either take it off if the box under the paper is corrugated or have them repackage it. The paper can tear and become caught in the conveyor belt. Causing the whole line to get shut down. potentially damaging your or someone Else's package. Also People will say "but i received it from FedEx this way". Although that may be true, it doesn't make it right. Unfortunately some drivers may not be properly trained to know some rules that a drop off facility will know.
