I've heard of "vegetable-tanned leather" which is supposed to be easier to recycle because it is chromium-free, but have found no explanation of how it would actually be recycled.
It seems that at the least it could be reused. That process would still leave scraps... I guess the big question would be: Can leather actually be broken down into smaller components and then reassembled?

It depends how you recycle it, because you may reuse leather to make some different clothing or fix some parts of leather funirture. But to literally recycle it as in tearing it into something else is not possible .
