London has boroughs, which are similar to states, but much, much smaller.

An example of some are:

Westminster

Camden

Brent

Lambeth

Hackney

Bromley

You can find a list of them all here: http://www.brent.gov.uk/home.nsf/pages/lbb-757

There are 32 in total, 12 in Inner London, and 20 in outer London.

As for the whole of England, it is split up into counties, with a total of 48.

An example of these are:

Kent

Lincolnshire

Wiltshire

Derbyshire

Dorset

Essex

You can find out more about these here: http://en.wikipedia.org/wiki/Counties_of_England

Hope this helps!
