Ideas happen when they happen. How is it that we put a man on the moon before we created post-it-notes? Even though this is not necessarily the reason, this supports the fact that wheels weren't placed on luggage before man made it to the moon: Back in the day, people did not travel as much, especially not as much by airplane. Weren't there also people back then that carried the luggage for people? Keep in mind that this was back in the day where people did not even pump their own gas. Human services most likely caused people to stray away from the idea of putting wheels onto luggage. But the main point I am trying to make, is that IDEAS DO NOT COME IN ORDER OF THE TECHNOLOGY WE HAVE, THEY COME WHEN PEOPLE THINK OF THEM AND WHEN THEY TAKE THE TIME AND EFFORT TO INVENT THEIR IDEA AND GET IT PATENTED. IF THEY DID, THEN WE WOULD HAVE HAD WHEELS ON OUR LUGGAGE AROUND THE TIME THAT PEOPLE FIRST STARTED TRAVELING A LOT.

Why it is more suitable to locate the load compartment of a bus under the passengers seat than the top of the bus?

1) Because it is easier to load and unload the luggage if it is low down. If it was on top of the passengers you would need a ladder. 2) Because if the luggage was at the top of the bus, the bus would become top-heavy, and the luggage would tend to move more when the bus went around corners. 3) Because this allows the passenger compartment to be higher and above the wheels. Otherwise the wheels would interrupt the passenger compartment (this is what happens on a low-floor bus). The luggage compartment is between the wheels, not the full length of the bus.

What is the cost of an exta 20kilogramms of luggage?

Each airline is different, but there is a general limit of 32kg on a single item of luggage (for health & safety reasons), so 20kg would require a separate bag. On British Airways, for example, this would cost about £30 ($50-60), depending on the type of flight, departure airport and on whether the luggage had been pre-checked before arriving at the airport.
