A fashion designer does not have a spacific time of vacation time. This person can work during the holidays or all summer if he/she likes. Just the same as they do mot have a specific time to work.

You probably could, but it would be hard work and you wouldn't have much time to yourself. The chances of becoming a bestselling author is pretty low, so you would have to work pretty hard, and being a successful fashion designer is hard as well.
A fashion designer is someone who works with the fashion of the time and presents catwalk shows and adverts in magazines such as I-D and Vogue where as a costume designer designs for certain plays, dances, pantomimes, films, programmes etc. for the actors, singers, dancers etc but they don't follow fashion or try and set a certain trend. There clothes concepts are up to the director of the production (or whatever it may be) and the clothing has to suit the character and the style of the production. A fashion designer can be a costume designer but a costume designer can't be a fashion designer. eg: an old fashioned play about a slave - the slave wears a thin dirty dress made of poor mans fabric and scruffy shoes. Or a modern play about New York life - the main character wears a suit most of the time and is styled very cleanly.
If you the time, expertise, resources and funds to do so, then I don't see why couldn't be a film-maker and a fashion designer at the same time.
