the lock mechanism is in the rear, right under the lock, all you do is take the slim Jim and push the mechanism down and forward.
It requires a SPECIAL tool that you can push the plate down with and then remove the lock ring that's around the steering shaft. There is a spring under the plate, IT MUST BE PUSHED DOWN TO REMOVE LOCK RING.
If I remember correctly, the adjustment is on the drivers side under the car but your rear brakes are probably worn down. There is a lock down nut that has to be loosened the turn the second nut a couple to a few turns and the tighten down the lock down nut.

Unlock the helmet lock, bump the seat toward the rear and lift it off. Putting it back on is the same only backwards, but make sure you get the hook under the front of the seat hooked under the crossmember on the frame. Push the seat down and forward, and lock the helmet lock.

The most likely thing is the small rubber hoses on each the front brakes. They are flexible so the wheels can turn but tend to break down on the inside because of it. When they start to break down you can force fluid through them with the breke pedal but because they are starting to be blocked inside the hose it takes longer for the fluid to return because it's not under as much pressure. Therefore they hold the pressure on the brakes pads and lock them up a little. As the brake pads heat up, they lock up. That is where I would start looking. Good luck.
