No dog breed in inheriently "smart" or "unintelligent" for that matter. However, some breeds have the temprament and desire to please their masters, as well as a wider attention span to better receive instruction. Jack Russel Terriers are indeed such a breed. But never under estimate the time it will take for you to properly bond with and train your dog. Contrary to popular belief you cant just buy a German Shepherd and expect Rin Tin Tin to jump out of the box. Or buy a Colle and and expect Lassie to come and save the day. Reguardless of the breed, the time it takes to train your new companion even to a basic level will be quite considerable. But its a learning experience and a fun jurney for the both of you.

I would say they are because they were used to hunt animals because they were smart.
