Actually, I think they're both smart in their own right. My cat is barely over 1 year old and he commands the dog. I've even seen my dog flip over and show his belly to my cat! And also, my dog has a weird way of breaking into the kitchen and stealing things that we never notice until a few weeks later. So its a hard question.
