An athletic, well trained pony can learn dressage. Of course the pony must be big enough to carry an experienced rider ( teen, small adult)
jumping, dressage,gymkhana, harnessing and pony club eventing!
Generally they are good at many things, but they look the part driving, single in pairs or more. They are strong ponies and good at weight carrying. Obviously can do breed shows and or working hunter pony type classes. Can also look good doing dressage due to their elevated and collected paces, especially in trot.

This means they are good at dressage, one type of riding. Howrse currently doesn't have dressage comps, although good dressage horses are usually good for English riding (races, jumping, and cross country)
They are ok ponies, but Connemaras or icelandics are good for a child of young age.

Any horse is for dressage and can do it, it is just through the determination of the rider that will encourage the horse to do it!!
It has been my expierience that Welsh Cobs have a pretty good natural balance, which will only help in the quest for a good dressage horse. If the cob has welsh in it, it will more than likely be on the small side, depending on what the other part is. Ponies do dressage occasionally, and I think that every horse, no matter what the discipline, could benefit from dressage training.
I'd advise you not to be killing any ponies...

their is no one horse breed that is not good at dressage. look for a horse that has high comformation and endurance or ask the mods for their help.
