They should not be legal and if found the people should be put in prison and the dogs spayed or neutered and given to good homes. If the female is pregnant then they should let the puppies come into the world and spay or neuter them when they are old enough to have it done and find them good and loving homes. The people who did this should never be allowed to own any pet again in their lifetime.

YES YES YES don't ever buy from a puppy farm, mill or factory. dogs are not cared for in puppy farms and femals are normally bread to young and have to many litters. the only way we can stop this is TO NOT BUY FROM A PUPPY FARM. if you want to find out more go to the kennel club website.
