Yes, they can, if they want to. Most won't want to, though. Cats are obligate carnivores, and as such, they normally do not find fruits or vegetables appealing.

But fruits and vegetables won't hurt them. Most high-quality cat food brands have some fruit and vegetable matter mixed in, just to give the cat some extra vitamins and a little fiber.

Occasionally you come across the odd cat who likes a certain fruit or vegetable. For example, my uncle had a cat that liked Oranges, which is especially weird because most cats hate citrus. I mean, hate it, to the point where they'll turn and run from it. To the point where it makes an excellent cat repellant.

If your cat likes celery, there is no reason it can't have a little, from time to time. Just don't give it too much, too often, or it will get diarrhea.
