The only dogs allowed on a plane are service dogs and dogs small enough to fit in an under seat container. Check with your airline for specifics. The breed of the animal is not relevant.
If you are unable to keep your rottweiler contact the nearest SPCA, most places will take them. In the UK we have rottweiler rescue centres, I'm not sure how it works in other countries, but if they do have a rescue center that is probably the way to go.
You could take it to the nearest dog re-homing centre or to a rottweiler rescue centre.
It can take up to three years.
