Ear candles are new age quackery that do nothing beyond the placebo effect, and possibly some minor benefit purely from mechanical effects (putting anything in your ears is going to scrape away some ear wax, and it's vaguely possible that the warmth might help some too).

I personally can't imagine a dog letting you do this, and it frankly sounds like a fire hazard. But sure, if you're gullible enough to believe it's going to have any impact and your dog is willing to put up with it and you don't wind up setting fire to anything other than the candle, then go for it.
