I'm taking him into the vet to be certain but after some Google-ing I've seen quite a few forums on this subject. Seems to be most caused by an infection. In my case, 2 weeks ago my cat has had his teeth cleaned. I even found this on a few searches being an irritation caused by the breathing tube in their throat or some leftover bacteria from the teeth has gone into the throat.
Will let you know if I learn anything more from the vet.
