No. Stray cats, still looking to humans for food and shelter, are domestic animals that are currently away from their homes. Feral cats, who have reverted to wild habits, generally still retain some habits of domestication and may not be suited to life in the wild. (For instance, a Persian who goes stray likely will not be able to care for himself even after he has regained the habits of a hunter; he will be trapped by his over-long fur and hindered by his deformed nasal passages.) As a general rule, animals which humans have domesticated, have been changed enough in their abilities that they no longer qualify as wildlife.
