A stray dog is a feral (abandoned or escaped) animal. They will often end up as scavengers, and not being able to find sufficient food will cause the body to waste away causing them to look "thin". The thinness will also depend on the amount of time the dog has been feral, but if their food intake is sufficient enough they may not appear as thin (or thin at all). But the thin appearance may be the cause of disease, for example. a human being who has contracted AIDS thus causing the body to waste away over time (which is known in Africa as "the thin disease").
