If the buck is the father there is hardly any chance since they are not lust seekers. They mate to pass their genes. I kept pet lab rats for years and the parents ate the babies from their own litters on a regular basis. This action ,if done by the father ,will prompt the female into estrus(heat) again.
A baby rat's parents are typically referred to as the mother rat and the father rat.
No rates are not cannibals!
So long as those baby rats are all boys, yes, but it should be taken slowly, as some adult males will kill baby rats.
NO...... but a hundred rats might
i know that rats eat mealworms, the baby versions of grain beetles, but i still dont know about beetles.

4 to 6 weeks.
Their teeth didn't grow yet
If they are hungry, then yeah but if they have other food then they wont eat Budgies
Yes and mice. Make them smaller than the snake.
Yes, rats, at least wild rats, are very aggressive to most other animals. Rats are omnivores, meaning they eat both plants and animals. So eat anything if they can capture it and kill it.
They atleast have 1 per mate with the father but they mate their own siblings
