I'm not sure but pretty sure that they do it the same way as other dogs. they give them a shot that quickly kills them. same as putting a dog down at the vet when they are dieing.
Pounds put dogs to sleep because there is either over crowding of dogs in the shelter or pound or the dog is sick and can't be helped so they put it out of its suffering. I don't like the idea of putting down a dog that is perfectly healthy or any animal for that matter but they do it anyway. This is the best answer I can give.
